What should I be doing with my website when I don't have an open cart?
Create a standalone page with an opt-in for a waitlist, and send anyone who is looking for or asking about your Workshop Course to that page.

You don’t want those people who opt into your waitlist page to never hear from you again until you launch, so consider offering them a valuable and relevant freebie. You can also redirect them to a great blog post, podcast episode, or video if you have one.
When people opt into any of our waitlist pages, they are also added to my weekly podcast email newsletter, because I want to start engaging and nurturing those people. Of course, if someone was already on my email list when they asked to be added to a waitlist, they will just continue to be engaged with my weekly content as they had been.
